TEMPORARY ROAD CLOSURES FOR CHARITABLE EVENTS ETC.

A Temporary Road Closure Order is needed for any event which may stop the flow of traffic on the public highway within the Horsham District, for example carnivals, parades, christmas shopping events etc. The orders are made by the District Council following consultation with the County Council, the police and the local bus companies.

To make an application you will need to provide the following information:

  • the name of the organisation and a contact telephone number and e-mail address 
  • the purpose of the event and the anticipated attendance numbers 
  • the date of the event
  • a list of the roads which you wish to close
  • the times that it is proposed to close each of the roads
  • a marked street plan

Applications need to be submitted at least six weeks in advance of the event or sooner if possible. There is an administrative charge of £100 per application and organisations making application should have public liability insurance cover for the sum of £10 million.

Please note that temporary road closures in respect of highway works etc. are dealt with directly by the West Sussex County Council.

If you are planning to hold a street party possibly to celebrate the Queen's Diamond Jubilee or the Olympics this year and wish to use the public highway for the event it will be necessary to officially close the road and you therefore need to apply for a temporary road closure order.

There is no administrative fee payable and the usual insurance requirements do not apply for these particular temporary road closures, however organisers are advised to take out their own public liability insurance cover for such events. Applications should be submitted at least six weeks in advance of the event or sooner if possible and the relevant application form and guidance notes can be downloaded from the link below.

On receipt of the application form the necessary consultation procedure will be carried out and you will be sent a copy of the Council's standard conditions and form of indemnity to be signed and returned together with a copy of the advertisement notice for you to display on site. Some further and more detailed guidance notes covering various aspects of such events will also be sent to you to help you with the planning and smooth running of your street party.
